About the role

Binnies UK, part of the RSK Group, is seeking an experienced Senior Civil Estimator to strengthen and develop our Estimating function in line with anticipated growth across the Delivery P&L and workload.

The role will primarily support framework opportunities with Dŵr Cymru Welsh Water (DCWW), United Utilities, and Southern Water, delivering Design & Build and Asset Health projects, alongside future Design & Build opportunities within the Industrial Water sector.

This is a predominantly remote role, although regular site visits will be beneficial. The position will play a key role in building long-term resilience and capability within the Estimating department.

As a Senior Civil Estimator, you will combine strong technical and commercial expertise, contributing to the development of project scope, programme, and cost solutions that are both sustainable and affordable for our clients.

Key responsibilities

• Develop and produce discipline-specific estimates, including quantitative take-offs and Bills of Quantities (BOQs)

• Contribute to and challenge project solutions to enable robust and accurate estimates

• Coordinate with estimating disciplines and engineering/technical specialists

• Proven experience in civil works estimating, using computerised analytical estimating systems (ideally CCS Candy)

• Ability to undertake first-principles measurement and cost estimation

• Experience estimating across all stages of the project lifecycle, from early budgets to detailed tender estimates

• Strong understanding of design, construction methodology, and buildability

• Experience applying opportunity and risk management techniques within estimates

• Water industry experience desirable but not essential

We assess the future hydraulic state of the network in response to population growth and increased demand, support the design and delivery of capital and infrastructure schemes to ensure hydraulic resilience, and work with optimisation teams to enhance overall network efficiency.

Water Recycling (East and West)

Our Water Recycling Business Unit, split into East and West regions, is responsible for the collection, conveyance, and treatment of wastewater across an extensive network. The Role

As a Senior Quantity Surveyor, you'll take ownership of the commercial management of allocated projects from tender through to final account. The Role:

As a Hydro-ecologist, you will play a pivotal role in undertaking hydro-ecology investigations, supporting catchment-based studies and restoration projects and shaping the strategic direction of our water and catchment services within the environmental services team. The Opportunity

Binnies is recruiting a Site Supervisor to join our Solutions By Nature (SBN) team — and this is not your typical construction role.

SBN exists to work with nature, not against it. We design and deliver environmental solutions that create long-term resilience in the natural world, including:

• Sustainable Drainage Systems (SuDS)
• River restoration
• Fish passes
• Green infrastructure
• Integrated Constructed Wetlands (ICWs)

Our work takes place in some of the UK’s most ecologically sensitive and visually striking environments — riverbanks, wetlands, floodplains and agricultural land.

This role is suited to someone who enjoys being hands-on, outdoors, and working in environments where no two days are the same.

The Role

As Site Supervisor, you will play a hands-on leadership role in the day-to-day delivery of projects, supporting the Site Manager and taking ownership of site activities.

You will be working in remote, natural environments, often around water, where attention to detail, safety and environmental awareness are critical.

Key Responsibilities

Site Operations & Delivery

• Manage daily site activities from mobilisation through to completion
• Supervise site operatives and subcontractors, ensuring work is delivered safely and efficiently
• Maintain high standards of workmanship and ensure outputs meet specification
• Monitor progress against programme and escalate risks or issues

Environmental Stewardship

• Ensure all work is carried out with respect for sensitive ecosystems
• Support environmental controls and mitigation measures on site
• Work closely with ecologists, engineers and specialists
• Build strong relationships with landowners, farmers and local stakeholders

Supplier & Subcontractor Coordination

• Coordinate plant, materials and deliveries in line with programme
• Manage subcontractor performance and site logistics
• Support the Site Manager with planning and reporting

Health, Safety & Wellbeing

• Champion a strong safety culture across all site activities
• Ensure compliance with safe systems of work, particularly in water-based and remote environments
• Lead by example in promoting safe behaviours and accountability

Wider Contribution

• Support other Binnies construction projects where required
• Contribute to continuous improvement in site delivery practices

What We’re Looking For

Essential

• Experience in a Site Supervisor or Foreman-level role within civils or construction
• Strong understanding of site operations and safe systems of work
• Experience supervising teams and subcontractors on active sites
• Ability to work in remote and non-traditional construction environments
• Good communication skills with both site teams and external stakeholders
• Full UK Driving Licence

• Experience in environmental or nature-based projects
• SSSTS or SMSTS

Who this role is for

This role is for someone who knows the UK water industry, understands the challenges facing clean and wastewater networks, and gets energy from using new technology to solve real operational problems.

You’ll already have experience across clean and/or wastewater networks, with a strong understanding of areas such as pipeline condition assessment, leakage, infiltration, sewer inspection or network monitoring.

Just as importantly, you’ll be comfortable with the commercial side of the role. You’ll enjoy talking to clients, opening new conversations, creating interest in the technologies and turning that interest into funded projects that deliver measurable value.

You’ll become the day-to-day lead for three technology partnerships within Binnies Digital:

• KenWave – non-invasive pipeline condition assessment.
• VAPAR – automated sewer CCTV inspection software.
• FiberSense – network event detection using fibre optic cables running alongside pipelines.

There is already an active pipeline of opportunities to inherit. Your role is to convert those opportunities into successful deployments, while identifying where these technologies can create further value for water companies and building the relationships needed to scale their use across the sector.

This role will suit someone who naturally takes ownership: someone who sees an opportunity, “picks up the phone”, creates momentum and gets things moving.

You’ll work closely with the Director of Digital Products & Services and have direct support when you need it, but you’ll be expected to take the initiative rather than wait for direction.

Binnies Digital is growing across two areas.

Our Digital Products team identifies important problems within the water industry, finds proven technologies that can help solve them and partners with those companies to bring their capabilities into the sector.

Our Digital Services team works with water companies across the UK and South East Asia on their journey towards AI-enabled operations and Digital Twin transformation.

As our technology portfolio grows, we are bringing our partnerships into one centrally managed team. KenWave, VAPAR and FiberSense are the next three, and we need someone to own their growth and day-to-day management.

What this role is about

The role has two equally important responsibilities.

1. Build, close and deliver opportunities

This is a commercially focused role, so you’ll need to be comfortable leading business development conversations, shaping opportunities and asking for the work.

You’ll lead the commercial development of all three technologies across the UK water industry.

That means identifying the right clients and stakeholders, starting conversations, understanding where the technology solves a genuine operational problem, and turning opportunities into projects.

You’ll manage the full journey from:

• Opportunity identification - outreach - technical sales - proposal - deal closing - delivery - benefits tracking - customer success - wider deployment

2. Lead the technology partnerships

You’ll become the primary day-to-day relationship between Binnies and KenWave, VAPAR and FiberSense.

You’ll understand each partner’s technology and proposition, keep both organisations aligned, coordinate opportunities, support delivery and help each partnership grow.

You’ll also act as the bridge between technology specialists and water-company clients, translating what the technology can do into the operational problem it solves and the value it can create.

A typical week might involve

• Sitting down with water-company network, leakage or wastewater teams to understand the operational challenge they are trying to solve and where one of the technologies could make a measurable difference.
• Opening new conversations across existing and prospective Binnies clients, building interest and turning that interest into credible opportunities.
• Working with KenWave, VAPAR or FiberSense to shape the right technical and commercial response — from an initial pilot through to a wider deployment.
• Presenting the technologies to operational, technical, innovation and senior leadership teams, translating capability into clear operational value.
• Managing live projects end-to-end, coordinating delivery with the client and technology partner, resolving issues, tracking benefits and making sure successful deployments build the case for wider adoption.
• Reviewing the pipeline with each partner, deciding where to focus next and driving the next wave of adoption across the sector.

What we’re looking for

You’ll need enough water and/or wastewater network domain knowledge to understand the problems our clients are trying to solve, challenge technology providers intelligently and establish credibility quickly with technical and operational teams.

Experience in some of the following would be particularly relevant:

• Clean and/or wastewater network operations (including maintenance, asset management and other related industry disciplines)
• Comfortable with business development and technical sales, including initiating conversations, progressing opportunities and closing work.
• Pipeline condition assessment.
• Leakage, infiltration or network monitoring.
• Sewer inspection and CCTV assessment.
• Technology deployment or innovation programmes within water companies.
• Business development, technical sales or proposal development.
• Managing technology suppliers or strategic partnerships.
• Delivering projects and demonstrating measurable benefits.

Existing relationships across UK water companies would be a significant advantage, particularly with teams responsible for networks, leakage, asset management, wastewater operations, innovation or technology.

You do not need to arrive knowing KenWave, VAPAR or FiberSense in detail.

You do need to understand the problems they are solving and have the curiosity and motivation to quickly become credible in how those technologies can help.

We’re looking for someone who is commercially minded, confident with clients, self-motivated, organised and comfortable taking ownership.

Someone with a bias towards action, who enjoys building relationships and turning opportunities into real-world outcomes.

What success looks like

Success means creating the confidence, evidence and momentum for these technologies to move from promising solutions to widely adopted tools across the UK water industry.

That means turning the opportunities already in the pipeline into successful deployments, identifying where else the technologies can solve genuine operational challenges, and building the relationships needed to take them further.

It also means making sure the value is proven in practice: managing projects well, capturing the benefits they deliver and using that evidence to give clients confidence to expand their use.

Ultimately, success is seeing these technologies become trusted parts of how water companies understand, manage and improve their networks - because they have demonstrated that they deliver real operational value.

Our team is currently delivering two of the UK’s most significant water infrastructure projects: the White Horse Reservoir (formally South East Strategic Reservoir Option SESRO) and the Thames to Southern Transfer (T2ST) — both nationally significant developments progressing through the Development Consent Order (DCO) process. Together, these projects form essential components of a major strategic water resource system for the south east, helping to secure long term water resilience for millions of people. This is a unique chance to be part of a multi disciplinary team shaping critical infrastructure that will have lasting regional and environmental impact.

White Horse Reservoir will be the initial focus of the role, supported by a range of planning, consenting and other environmental professionals. However, there will be opportunities to work across our diverse portfolio of infrastructure projects in the water and environmental sectors.

The successful applicant will need to be able to work out of the Project Office in central London (weekly) but otherwise can work flexibly between home or our Redhill or other RSK offices if preferred.

You will be part of our national Environmental Services team, working alongside specialists in ecology, landscape, EIA and water. In this role, you’ll provide leadership on town and country planning matters and play a key part in strengthening and growing our planning capability across the business.

Responsibilities

• Lead and support the preparation and submission of DCO applications for nationally significant infrastructure projects.
• Assist with the production of planning consents, planning applications and pre-applications.
• Providing advice on permitted development powers and other consents and permits.
• Liaising with internal and external stakeholders, regulators, and communities.
• Supporting bids for major projects and other environmental projects to understand the planning requirements.
• Keeping our Environmental Services team at the forefront of emerging planning legislation and leading training to share updates and build knowledge across the team.

Essential Requirements

Candidates should demonstrate the following qualifications and experience:

• Chartered through the RTPI
• Thorough understanding of the DCO process including discharge of requirements
• Understanding of the Permitted Development Rights of statutory undertakers
• Extensive experience of the Town and County Planning Application process
• Experience in advising on other consents/permits such as HRA
• Excellent written and verbal communication skills including report writing
• Hold a full UK driving licence.

Desirable Requirements

• Experience in preparing documentation and representing clients at appeals, hearings, examinations etc.
• Understanding the regulatory process for water infrastructure, including linkages with water companies business plans, Drainage and Wastewater Management Plans and Water Resources Management Plans, RAPID.
