RSK is a global leader in the delivery of sustainable solutions. Binnies operates as a division of the RSK group and has a divisional director and managing directors for each region.

Our leaders
Gary Young
Divisional Director – Binnies Division
Gary has over 30 years’ experience in the construction, engineering and environmental industries and more than 20 years’ experience in managing businesses with full profit and loss accountability, on both regional and national levels. He has been involved in managing numerous large infrastructure projects for clients, including Highways England, the Environment Agency, National Grid, Network Rail and the United States Corps of Engineers, in both the UK and the Middle East.
Since joining RSK in 2018 as the head of strategic business improvement, Gary has worked throughout the company in operational and business system capacities and has been involved in several acquisitions. Following RSK’s acquisition of Binnies, he became the divisional director for the Binnies division, covering the businesses in Hong Kong, Singapore and the UK.
Scott Aitken
Managing Director – Binnies UK Ltd
Scott Aitken has over 30 years’ experience in the water, energy, environmental and infrastructure sectors and has been operating at board level within various European and global businesses for the last 25 years, leading and directing them in providing both professional consultancy and design and build services. Scott has held a number of joint venture and alliance board-level roles assisting in leading the delivery of large, complex capital investment programmes of over £1 billion turnover. He has provided asset management expertise for the creation and implementation of capital investment programmes, advisory services for PFI/PPP projects and for the efficient and effective operation and maintenance of assets. Scott has led the creation and implementation of a number of key business strategies, including the Binnies digital water strategy, the innovation hub, the digital product and services business and the overall asset life cycle business service capability of Binnies UK.
Since January 2021, when Binnies became part of the RSK group, Scott has led the Binnies UK business working both in the UK and internationally in the water and environment market sectors. Scott is a member of the Binnies divisional management team working across both the Binnies division and the wider RSK group of companies to bring a combined range of services to our UK and international clients.
William Yong
Managing Director – Binnies Singapore Pte Ltd
With four decades of experience in the water engineering sector across five global water and wastewater consulting firms in Australia, Hong Kong and Singapore, William provides strategic leadership for Binnies as Managing Director, Singapore, responsible for the South-East Asia region. He brings in-depth technical expertise complemented by a sharp commercial acumen to the role.
Based in Singapore for the last 16 years in multiple senior executive roles, William has a keen understanding of the local and regional business drivers and heads the leadership team for Binnies in Singapore, establishing goals and strategies for the company in Asia.
His experience covers business management with profit and loss responsibilities, business development, project management, design, construction management and commissioning. He has been involved in managing large innovative water projects for major clients including the Public Utilities Board (PUB) Singapore. William is a joint venture board member, assisting in leading the delivery of a deep tunnel sewerage scheme and a waste-to-energy capital investment programme of £3 billion and £1.5 billion respectively.
Andy Kwok
Managing Director – Binnies Hong Kong Ltd
Andy Kwok has over 28 years’ experience in the water and civil engineering sectors, delivering professional services including planning, design and engineering, programme and construction management. Andy’s career has featured the leadership of large multidisciplinary teams and the planning, assessment and implementation of a diverse range of high-profile and complex engineering infrastructure projects for both government and private sectors. Andy is familiar with the requirements of the New Engineering Contract (NEC) and has completed both the NEC3 and NEC4: ECC Project Manager accreditations.
As Managing Director for Binnies Hong Kong Ltd, Andy oversees all business operations in Hong Kong, China and Vietnam. He develops and executes business strategies for the company and maintains relationships with clients and authorities to facilitate business growth and to achieve Binnies’ long-term goals in the region. Clients have included the Water Supplies Department, Drainage Services Department, Environmental Protection Department and Civil Engineering and Development Department of the Government of the Hong Kong Special Administrative Region, and the World Bank and Asian Development Bank for aided projects in Vietnam.
