Engineering excellence, ingenuity and innovation

Binnies Hong Kong has won the Consultant of the Year Award at the Chartered Institution of Civil Engineering Surveyors (CICES) Awards 2025, recognising the engineering excellence, ingenuity and efforts towards innovation and sustainability of the project team, as well as Binnies’s role as the engineering consultant in delivering the ongoing Siu Ho Wan Water Treatment Works (Siu Ho Wan WTW) Extension project.

Siu Ho Wan Water Treatment Works extension project

The existing Siu Ho Wan WTW, which was commissioned in 1996, is undergoing an extension to serve the region’s continual development. Binnies has provided design and new engineering consultancy (NEC) supervisory services for the investigation, design and now construction of the facility. The project will double the treatment capacity from 150,000 cubic metres per day to 300,000 cubic meters per day, to cope with the growing water demand while ensuring higher treatment standards and implementing more sustainable practices.

The designs of Siu Ho Wan WTW have maximised the use of a limited footprint by implementing a compact, multi-level design that integrates multiple processes, utilising 56% less than the space of a conventional design. This tailored design not only maximises the water conversion rate but also significantly reduces energy consumption, contributing to its carbon reduction targets.

Modern construction technologies such as Design for Manufacture and Assembly (“DfMA”) and Multi-trade Integrated Mechanical, Electrical, and Plumbing (“MiMEP”) have been adopted which helps to streamline the construction process and significantly reduces waste. The project also implemented a Near-Real-Time Operation Simulation System (NOSS) to ensure higher operational efficiency, safety and quality.

Sustainable infrastructure

Winning the award is a recognition of the project’s forward-thinking approach, demonstrating how engineering innovation can cope with rising environmental challenges. It also underscores the critical role Binnies plays in supporting Hong Kong in developing resilient and sustainable infrastructure that keep pace with the changing needs of the city.
