Emily Clarke joins our flood, coast and maritime team
Emily Clarke joins Binnies and brings a wealth of experience of flood risk management, having worked across many of the risk management authorities and most recently, for Water UK, where she was climate change policy manager. Emily is a Chartered Water and Environmental Manager and has two master’s degrees: in environmental and energy engineering and in flood and coastal engineering. She led the East Anglian Lead Local Flood Authority Network and steers the Women in Flood and Coastal Erosion Risk Management Midlands and Anglian Committee.
Emily started her career as a flood and coastal risk management officer for the Environment Agency, working with the partnerships and strategic overview, flood resilience and sustainable places teams across Cambridgeshire, Bedfordshire, Hertfordshire and North London. She progressed to senior flood risk officer at Cambridgeshire’s Lead Local Flood Authority, working on statutory work (including investigations and land drainage consents) and becoming flood risk lead for the county on the A14 Cambridge to Huntingdon upgrade, a nationally significant infrastructure project. Emily then spent just under five years working as flood partnerships manager for Anglian Water, preparing the successful business case and then managing the £12.1 million AMP7 Partnership Funding Programme. This is the only programme of its kind in the water industry.
Emily is passionate about creating and maintaining strong and inclusive partnerships and she has managed to build an extensive network. Her specialist area of expertise is partnership funding, policy and legislation in relation to flood risk management.
Emily has taken part in several national working and policy groups, including the Environment Agency National Strategy Review Working Group, the Catchment Based Approach (CaBA) Flood Working Group, the CIRIA Natural Flood Management Manual Project Steering Group, the Chartered Institution of Water and Environmental Management (CIWEM) Flood and Coastal Erosion Risk Management (FCERM) Specialist Panel, the Defra Internal Drainage Board Policy Advisory Group and the Water UK Surface Water Management Network. She is vice chair of the CIWEM Nutrition Partnership and is an early-career professional observer for the CIWEM Trustee Board.
Emily has joined Binnies’ rapidly growing flood, coast and maritime team, which provides expert advice to national and local government bodies, thus helping them to promote sustainable long-term solutions that best meet the needs of the communities they are seeking to protect.
