Project Overview 

The world’s first fully energy self-sufficient greenfield facility, Tuas Nexus integrates used water treatment and solid waste management in a single greenfield site, comprising of the Tuas Water Reclamation Plant (TWRP) and the Integrated Waste Management Facility (IWMF). The IWMF will comprise four plants – a 5800 tpd Waste to Energy (WtE) Facility, a 250 t/d Material Recovery Facility (MRF), a 400 t/d Food Waste Treatment Facility, and an 800 t/d Sludge Incineration Facility (SIF). The TWRP treats 800 MLD of used water per day, making it the world’s largest membrane bioreactor facility while the IWMF, with a nominal capacity of 5800 tonnes per day of municipal solid waste, is one of the largest and most advanced WtE facilities in the world. This co-location maximises the process synergies of the water-energy-waste nexus, further strengthening water sustainability and resilience for Singapore. The Project contributes to Singapore’s long-term goals in many aspects, including increasing the NEWater supply to meet up to 55 percent of Singapore’s total water demand, closing the water loop more effectively and meeting Singapore’s solid waste management needs.

Our role

  • Owner’s Engineer for NEA for IWMF
  • Overall Program Manager of PUB’s Deep Tunnel Sewerage System Phase 2 (DTSS2)
  • Program management services including preliminary design and feasibility study on behalf of PUB

Aspirations

  • Interfacing with a diverse range of contractors and stakeholders to ensure maximum co-ordination and co-operation
  • Maximising usage of manpower and supplies available to complete tasks efficiently and safely

Unique features and solutions

  • Fully energy self-sufficient IWMF used to not only power the facilities but also to export enough power to supply approximately 300,000 three-bedroom apartments to the national electricity grid
  • Increased energy output through increased biogas production to boost the temperature of steam entering the steam turbine generators
  • Advanced moving grate technology and highly efficient flue gas treatment
  • Co-location of TWRP and IWMF to ensure maximisation of process synergies
