Safety and risk, and CDM services

The construction industry is governed by extensive health and safety legislation. The Construction (Design & Management) Regulations 2015 provide a structured framework from the conception of a project to its eventual completion and handover to the end user. These regulations influence how a scheme is designed, how it will be constructed, how it should be maintained and, ultimately, how it can be safely demolished.

The Binnies safety & risk team are a dedicated group of experienced and capable consultants who specialise in this environment and work in partnership with clients to fulfil their obligations set out in these regulations. We ensure that, as client, you stay compliant.

If it is likely that more than one contractor will be employed on a project, then the client is duty-bound to make the additional appointments of ‘principal designer’ and ‘principal contractor’. Without such appointments, the duty will remain with the client. Our consultants have the skills, knowledge and experience to discharge the role of principal designer, including the ability to plan, manage and monitor the pre-construction stage of a project, then coordinate the construction health and safety phase to ensure that the scheme is delivered without risk to health and safety, which we ensure is given the highest priority.

If these additional appointments are not required, it is advisable, and industry common practice, for a client to engage the services of a consultant to assist and support them. This role, the CDM Advisor, is a further service provided by Binnies. Through collaboration with the whole of the delivery team, our consultants strive to achieve compliant and effective outcomes.

We have assisted, and continue to assist, a wide range of clients, including the Environment Agency, DEFRA, the Royal National Lifeboat Institution and numerous utility companies, including UKPN, EDF, Thames Water, Yorkshire Water and Dŵr Cymru Welsh Water.

The services the team can assist with include

  • providing clients advice on their responsibilities
  • assessing the competency of a duty holder
  • notification to the health and safety executive
  • ensuring collaboration between the duty holders and managing health and safety risk
  • assistance with the compilation of pre-construction information
  • appraising an initial construction-phase plan
  • monitoring any contractors (site safety inspections)
  • preparing (or producing) the health and safety file.
