Key Responsibilities

As a Civil Engineer, you will:

  • Develop and contribute to the delivery of civil engineering design on water sector projects

This key role would also support our growing portfolio of work in England and Wales including natural capital projects and Solutions By Nature; our RSK joint venture providing nature-based solutions via blue-green infrastructure to the water industry.

You would be a key part of our national Environmental team and work with our ecologists, landscape architects and other specialists to drive the quality of our surveys and assessments across diverse projects including new reservoir development, river restoration, catchment management, SSSI assessment and coastal management.

We are already developing new approaches through our Biodiversity Net Gain (BNG), GIS and Digital Ecology specialists to optimise the use of technology in collecting data and this role would have the benefit of being supported by and learning from the outputs of these exciting work areas.

Depending on your skill sets and interest there would also be the opportunity to undertake wider ecological assessment, design and survey work. The successful applicant will be able to author concise and accurate reports to industry good practice guidelines, including methods and results of surveys and Preliminary Ecological Appraisals (or equivalent level reporting). There will be support to learn and input to Ecological Impact Assessment and Habitats Regulations Assessment, as relevant to your specialist interest areas.

Our focus for this role is to support our growing and varied project workload in the West of England and Wales and it is expected that frequent site attendance to support these projects will be required. You would be welcome in our excellently-located Chester office as a full time or hybrid worker.

To support Binnies in our ambitions for our Ecology team, the role would involve:

· Working with the Binnies ecology management team to deliver high-quality ecological surveys and reporting, alongside supporting the development of more junior team members.

Responsibilities

  • Plan, executes, monitors and controls projects in terms of scope, time, cost, quality, resource, communications, risk procurement and stakeholder management across multiple projects of medium to high complexity

You will have built this experience in an asset owner, contractor or engineering consultancy, leading technical teams and multi-site commissions. Strong UK water-sector experience is important. This is neither a desk-based strategy role nor one that operates or maintains client assets but works between the two.

The water sector is entering a period of intense delivery. Utility clients need reliable evidence on physical asset health and practical support to translate it into better maintenance, timely lifecycle interventions and sustained asset care.

  • We deliver surveys, inspections, condition assessments, diagnostics, asset-data capture and defect validation. We advise and support clients to improve maintenance, reliability and work management; we do not operate or maintain their assets.
  • On the evidence side, we help water companies produce consistent, traceable information on condition, performance, failure, expenditure and repair, refurbishment and replacement activity for external regulators and internal decision-makers.

You will lead and grow Binnies' Asset Health Services capability: engineers, technicians, inspectors and asset management specialists delivering repeatable inspection, assessment and improvement consultancy at scale.

Reporting to the Director of Asset Management, you will own the Asset Health Services P&L, new-business growth, pipeline, revenue, margin, cash, utilisation and service performance.

You will work alongside the Directors of Risk and Advisory and Digital Products and Services. Risk and Advisory will lead asset management policy, governance, maturity and ISO 55001, enterprise risk and investment frameworks, regulatory advice and business-case assurance.

  • Mobilising a multi-site condition programme for Ofwat priority asset classes - including storage assets, boreholes, filters, biological treatment assets, settlement tanks and gravity sewers - with consistent field evidence and quality control
  • Assessing asset-care practices and developing RCM and condition-based maintenance improvements that client teams can implement to reduce avoidable reactive work and repeat failures
  • Converting survey findings into verified defect backlogs, prioritised remedial scopes, job plans and maintenance schedules, then helping client teams embed the changes in their CMMS or EAM system

  • Own and grow the Asset Health Services P&L through budgets, forecasts and active management of revenue, margin, utilisation, cash and investment
  • Own business development: set market and account plans, originate and qualify opportunities, build senior client relationships, lead bids and convert pipeline into profitable work
  • Lead safe, high-quality and profitable Asset Health consultancy and inspection commissions, improving repeatability, productivity and client experience from mobilisation to close-out

The Role

We are seeking an experienced NEC4 Supervisor to support the delivery of Environment Agency construction projects across Kent and East Sussex. Acting as the Supervisor under the NEC4 Engineering and Construction Contract (ECC), you will monitor works on site, ensure compliance with contractual requirements, and support the successful delivery of projects.

This is a hands-on role requiring regular site presence, strong communication skills, and the ability to work closely with contractors, project managers, and stakeholders.

Key Responsibilities

  • Undertake the duties of Supervisor in accordance with the NEC4 Engineering and Construction Contract.
  • Monitor site establishment, clearance works, construction activities, and site reinstatement.
  • Ensure all works are carried out in accordance with the contract requirements.
  • Issue Defect Notifications where necessary.
  • Review contractor method statements and risk assessments, identifying and escalating any concerns to the ECC Project Manager and Contractor.
  • Attend monthly ECC progress meetings, weekly risk reduction meetings, and other project meetings as required.
  • Prepare and submit weekly site reports to the Client Project Manager using agreed reporting templates.
  • Promote high standards of health, safety, environmental compliance, and quality throughout project delivery.

About You

You'll have:

  • Experience supervising civil engineering, infrastructure, or construction projects.
  • A good understanding of NEC contracts, ideally NEC4 ECC.
  • Experience reviewing contractor documentation, including RAMS (Risk Assessments and Method Statements).
  • Strong communication and stakeholder management skills.
  • The ability to identify issues, propose solutions, and maintain accurate records.
  • Excellent attention to detail and commitment to delivering quality outcomes.

Binnies is proud to be working in joint venture with Arup as the delivery partner for SESRO, supporting Thames Water in securing a Development Consent Order (DCO) for this nationally significant infrastructure project. Together, we are responsible for all design, consenting, and environmental services for the integrated scheme.

Our Ecological Clerk of Works are currently supporting ongoing investigation works required to inform the design and DCO submission in late 2026. The need for ecological supervision is however increasing as the project evolves and we are looking to expand our team of dedicated Ecological Clerk of Works to play a key role in ensuring ecological compliance and best practice on site.

While SESRO will be your primary focus, you’ll also become a valued member of our national ecology and environmental team, with opportunities to contribute to other major infrastructure projects in the future. You can also join our active Ecological and Environmental Clerk of Works Communities of Practice.

If not already a full /chartered member of CIEEM we can provide mentoring. You will also benefit from technical, and H&S training and paid membership of two professional institutions.

About the Role

Our Ecological Clerk of Works ensure that construction activities are carried out in accordance with environmental legislation, permits and mitigation strategies. You’ll work closely with contractors, ecological leads and survey co-ordinators to safeguard habitats and species, while supporting the programme of site works.

Your key responsibilities will be:

  • Monitor construction activities to ensure compliance with ecological requirements and mitigation measures.
  • Provide on-site ecological advice and guidance to contractors.
  • Conduct ecological monitoring, pre-commencement surveys, and watching briefs.
  • Liaise with investigation and engineering leads on their programmes and to ensure the appropriate ecological supervision.
  • Maintain accurate site records and digital recording of incidental ecological constraints.
  • Deliver toolbox talks and ecological awareness training to site personnel.
  • Support the wider SESRO ecological surveys as required.

Essential Requirements

  • Lead all cost capture activities to enhance the business cost base

  • Drive improvements in estimating systems, tools, and processes

  • Champion standard product use and challenge inefficiencies

About You

Qualifications & Experience

  • Degree-qualified in a relevant discipline

  • Proven experience leading large estimating functions within major capital programmes (£100m+ annually)

  • Background with a principal contractor on complex infrastructure or construction projects

  • In depth knowledge of estimating, commercial, and financial processes

  • Experience with NEC3, PSC and ECC contracts (particularly Option C)

  • Demonstrated ability to influence strategic business outcomes

  • Professional qualification (RICS, ICES, CIOB) desirable
