Who we are

Gary joined RSK in 2018, having spent more than 30 years in the infrastructure, construction and environmental sectors, and has more than 20 years’ experience at a director level.

He has managed many large infrastructure projects for clients, including the Olympic Delivery Authority, Highways England, the Environment Agency, National Grid, Network Rail and the United States Army Corps of Engineers in both the UK and the Middle East.

During his time at RSK, Gary has supported the group in both operational and business system roles. He has played a pivotal role in securing global acquisitions, creating a division that encompasses the water, infrastructure, energy and built environment sectors.

Gary, who joined the RSK board in 2021, strongly believes in the value of developing high-performing teams by empowering individuals. He is committed to positively contributing to the RSK Group principle of supporting talented and dedicated people.

Scott has over 30 years’ experience in the water, energy, environmental, and infrastructure sectors, with 25 years at board level in European and global businesses, leading consultancy and design-build services. He has held joint venture and alliance board roles, helping to deliver complex capital investment programmes exceeding £1 billion. His expertise includes asset management for capital programmes, advisory services for Private Finance Initiative/Public–Private Partnership projects and efficient asset operation and maintenance.

Scott has driven key business strategies, including Binnies’ digital water strategy, innovation hub, digital products and services, and asset life cycle service capability in the UK.

Since Binnies joined the RSK Group in January 2021, Scott has led Binnies UK, working in UK and international water and environment markets. He is part of the Binnies divisional management team, collaborating across Binnies and the wider RSK Group to deliver integrated services to clients.

With over four decades of experience in the water engineering sector across five global water and wastewater consulting firms in Australia, Hong Kong and Singapore, William provides strategic leadership for Binnies as managing director for Singapore, responsible for the South-East Asia region. He brings in-depth technical expertise complemented by a sharp commercial acumen to the role. Based in Singapore for over 20 years in multiple senior executive roles, William has a strong understanding of the local and regional business drivers and heads the leadership team to establish goals and strategies for the company in South-East Asia.

His experience covers business management with profit and loss responsibilities, business development, project management, design, construction management and commissioning. He has been involved in managing large innovative infrastructure projects for major clients including the Public Utilities Board (PUB) and the National Environment Agency in Singapore. William is a member of the board on a number of RSK companies in South-East Asia and Australia, and is a board member on three major joint ventures, assisting in the delivery of a deep tunnel sewerage scheme (£3 billion), a waste-to-energy capital investment programme (£1.5 billion) and a water reclamation plant upgrade (£1.2 billion).

Andy brings over 30 years of expertise in the water and civil engineering sectors, delivering professional services in planning, design and engineering, and programme and construction management. Throughout his career, Andy has demonstrated exceptional leadership, managing large multidisciplinary teams and overseeing the planning, assessment, and implementation of numerous high-profile and complex engineering infrastructure projects for both government and private sectors.

A certified NEC3 and NEC4 ECC Project Manager, Andy is highly knowledgeable about the New Engineering Contract (NEC) framework and its collaborative approach to project delivery.

As managing director of Binnies Hong Kong, Andy oversees all business operations across Hong Kong, Mainland China and Vietnam. He plays a key role in developing and executing business strategies, fostering client relationships and collaborating with authorities to drive business growth and achieve Binnies’ long-term goals in the region. His clients include major government departments such as the Water Supplies Department, Drainage Services Department, Environmental Protection Department and Civil Engineering and Development Department of the Government of the Hong Kong Special Administrative Region (SAR), as well as international organisations such as the World Bank and Asian Development Bank for projects in Vietnam.

In addition to his professional accomplishments, Andy has been actively engaged in public service. He served as Chairman of the Association of Consulting Engineers Hong Kong (2022–2023) and is a member of the Steering Committee on the Construction Innovation and Technology Fund (2022–2026) appointed by the Government of the Hong Kong SAR. In recognition of his contributions to the engineering industry and the community, Andy was awarded the Medal of Honour by the Government of the Hong Kong SAR in July 2025.

Glen has over 20 years of experience in the engineering and construction industry, particularly in civil, structural and mining infrastructure projects. He has extensive practical site experience, leading large teams on complex greenfield and brownfield construction projects.

As a strategic thinker, Glen has experience in business and operations management, managing teams of engineers, designers, draftsmen, project managers, construction supervisors and construction teams. He possesses the skills and proven ability to deliver major capital projects within client, consultant, EPCM and contractor environments.
