We are excited to announce that the Tseung Kwan O Town Park has achieved significant industry recognition, winning the Special Award (Climate Adaptation) and the Merit Award at the Architectural Services Department (ArchSD) Annual Awards 2025, alongside the prestigious Gold Award from the Hong Kong Institute of Landscape Architects (HKILA) Awards 2025.
Spanning 3.8 hectares of reclaimed land, the Tseung Kwan O Town Park represents a paradigm shift in urban planning. Beyond providing lush recreational spaces for the community, the project serves as a pioneering demonstration of climate-resilient infrastructure. The Sponge City Concept (SCC) was integrated into the park’s design in alignment with government sustainability policies, enabling the park to capture at least 70% of surface runoff to mitigate flooding and rejuvenate the local ecosystem.
Commissioned by ArchSD, Binnies Hong Kong provided specialist consultancy services to ensure the successful delivery of the SCC strategy. Our team performed rigorous technical reviews to validate the ambitious 75 % runoff capture target and provided ongoing technical advisory. Through active on-site monitoring and coordination, we ensured all “Sponge City” features were executed in strict accordance with the project requirements.
The park’s award-winning design features a sophisticated suite of SCC elements, including rain gardens, bioswales, detention lawn, permeable paving, and rainwater storage facilities. These components work collectively to enhance stormwater retention and improve water quality, creating a high-quality urban environment that strengthens Hong Kong’s climate adaptation capacity.
To ensure ongoing success, Binnies supported the establishment of advanced monitoring systems to evaluate post-construction performance. The operational data collected will provide a scientific basis to assess the effectiveness of the SCC features, offering invaluable insights that serve as a blueprint for future climate-adaptive developments across the region.
