Newly established risk and decision support service
Binnies is excited to announce the appointment of Paul Payne, who will lead our newly established risk and decision support service offering which has been developed in response to AMP8 and adjacent sector growth.
Paul is joining Binnies from Mott MacDonald and brings extensive experience in the water and aviation sectors, having held roles on both client and consultancy sides. His career began as an asset management consultant in the north-west of England, where he assessed the condition and expected lifespan of pipelines for clients such as Scottish Water, Severn Trent and Anglian Water. This early experience set the course for Paul’s career in water and asset management.
Paul then transitioned to a client-side role at Anglian Water, covering various areas, including regulation, operations, capital delivery and asset management. In 2017, his focus shifted to the aviation industry, joining Manchester Airport Group at Stansted Airport. Despite the different asset base and challenges, Paul’s asset management expertise from the water industry proved easily transferable. In 2020 Paul returned to the water industry as Director of Asset Planning for Welsh Water. In this role, he led the development and submission of Welsh Water’s PR24 business plan and the development of their long-term delivery strategy through to 2050.
After achieving board level sign-off of the PR24 in early 2023, Paul chose to return to consultancy where he took on the role of major projects director at Mott MacDonald, focusing on the UK’s Strategic Resource Options programme and providing tactical support for AMP7 delivery for clients such as Southern Water.
