Binnies and WGM joint venture
The RSK Group Binnies-WGM Engineering partnership (bWGM) specialises in executing multidisciplinary design and build frameworks for water utility clients throughout the UK. Our partnership combines 100 years of Binnies’ engineering expertise with WGM Engineering’s unique self-delivery MEICA engineering solutions, which includes access to in-house off-site engineering solutions, specialist coatings and workshop facilities.
Together, bWGM focuses on the standardisation of design specifications, materials and components, which simplifies the engineering design process and enables the reuse of proven solutions, while simultaneously focusing on design solutions built off-site to meet the demands of challenging programmes.
Our proven self-delivery model caters for traditional MEICA installations with our trusted and skilled workforce and leverages off-site engineering, providing a unique, collaborative and innovative service to our customers that is capable of delivering modular and bespoke solutions to unlock efficiencies in carbon reduction, health and safety, quality, programme and cost.

RoSPA Award winner
bWGM, in its first year of entry, has been recognised for health and safety excellence at the prestigious RoSPA Awards, receiving a Silver Award for health and safety performance during 2025.
The award recognises the outstanding efforts of keeping people safe and well on our projects in Southern Water and in United Utilities. The people who work for bWGM, are committed to achieving high standards of health, safety, and wellbeing and this award is a testament of their efforts.

Southern Water Non-Infrastructure framework
Southern Water expects to invest around £250 million in this framework award, with the initial four-year period from 2023–2027. Work is estimated to be worth around £50 million for the bWGM joint venture and there is an option to extend the framework by a further 5 years. bWGM was successful in all three lots of the framework.
- planned asset maintenance on water production and recycling plants
- support and delivery of emerging needs for above-ground assets, including new-build installations
- environmental improvement programmes
- new-build and planned asset improvements to pumping stations
- complex mechanical, electrical and control works
- security (SEMD) works
- water, recycled water and sludge process improvement works.
United Utilities frameworks
As a framework partner, bWGM will work within the Lot 1 Non-Infrastructure programme, delivering detailed design and build scopes, which include water and wastewater treatment, pumping stations and storage. Projects will vary in size and complexity from £500,000 to £10 million in value, with an anticipated total investment across all partners in AMP8 of £650 million – £850 million for the AMP8 period. The framework has an option to be extended into the AMP9 period, giving the opportunity to provide long-term benefits to the North West of England.
United Utilities is currently undergoing a strategic transformation of its approach to DSEAR compliance. A new strategy has been developed, which includes the re-evaluation of many procedures to support the attainment of all company DSEAR objectives and full compliance with all necessary regulations and standards.
The scope of services includes multiple workstreams to be completed concurrently to ensure that the company’s hazardous areas are fully compliant with regulation and all potential risks are mitigated. This includes:
- an inspection programme – a project to address any regulatory non-compliance across every company site, including documentation and inspection and remediation
- BAU services – to include completion of periodic inspections and any ad-hoc DSEAR requirements
- reactive inspection services – a reactive service to provide ‘detailed’ level inspections of any asset installation (including commissioning and repairs) within hazardous areas.
